A: Section 8 is a Federal housing program which provides rental assistance to low-income and moderate income families.
Q: Am I qualified for the Section 8 Program?
A: To qualify for Section 8 Program, your income must be below 50% of the Area Median Income established by HUD. Please refer to the income limits chart by clicking here.
Q: Can I apply?
A: Anyone can apply. Working people are encouraged to apply. Eligibility for Section 8 Programs is determined by the following preferences:
- Involuntarily displaced from a dwelling unit in the municipality of Lowell, by natural disaster, by fire, by unwarranted landlord action, and by government action including capital programs of the LHA.
- Working head of household or working spouse or person 62 years or older or a person unable to work because of the extent of his or her disability.
- A legal resident of Lowell, or a person working in Lowell an average of 20 hours a week or more, or a person with a job offer to work in Lowell with a minimum of 20 hours a week of work.
- A victim of domestic violence who has been relocated as verified by the police.
- A veteran as verified by the Department of Veteran Affairs.

A: Currently, the Section 8 Waiting List is closed. When the list re-opens for applications, notices will be published in local newspapers and on our website. Please check back at a later date.
Q: How much rent will I have to pay when I am on Section 8 Program?
A: How much you pay for rent varies based on your income. The program requires you to pay a minimum of 30% and a maximum of 40% of your adjusted monthly income.
